Creating a My MGA Account and Providing Testimony on a Bill.
- Create a new MyMGA Tracking Account: MyMGA <<<<< Click here to go to MGA website to create an account. Do NOT list an organization, please set this up as a personal account.
- Go to the email account that you used for the registration process and confirm you email in the email sent from "[email protected]"
- Follow the instructions to sign in to your MyMGA account
- Once you are in your MyMGA account, you should see a "Bill Tracking List". You can add lists about anything that interests you. I recommend adding one called "Motorcycles". In this list you can track any bills that are motorcycle related.
- Click on the "Add List" button and give it a name. You have the opportunity at this time to decide which format to receive the information (I recommend HTML). You can also choose to received email notices about the bills in this list and updates / bill changes. You can always change these settings later.
- Once you have your list setup, there are several ways to add bills to it. From the Bill Tracking Lists screen, you can select "Edit List Items" for a specific list, and you will be taken to a screen with a very long list of bills. To add the 2026 helmet bill, type in "SB0195" in the Filter box. Check the box to the left of the bill number and then select the "Save" button near the top of the screen.
- To see you bill list report, click on the "Run Report" button for the desired bills in your list. From here you can directly link to the bill, committee, the bill sponsor, etc.
- Another way to add bills to you bill list is to go back to the MGA home screen: MGA <<<<< Click here to go to MGA website home screen.
- If you know the bill number, type it into the search box near the top of the screen. Example: SB0195
- This will take you directly to the bill. There is am image of a push pin above the blue bill number near the left/top of the screen. Click on that push pin and you can add or remove that bill from a bill list in your MyMGA account.
- When it comes time to provide testimony on a bill, click on the "MyMGA" icon near the top right side of the MGA page. then select "Witness Signup". PLEASE NOTE: You will not be able to signup for written testimony until two days before the hearing for the committees. Each committee may have slightly different rules, so you will need to verify with each committee.
- Please only provide testimony on behalf of yourself personally. ABATE will handle testimony on behalf of the organization. For bills that ABATE helps to sponsor, usually a representative or two from our Board of Directors will provide oral testimony. We will coordinate that directly with the bill sponsor.

I am a licensed motorcyclist in Maryland. As an adult rider with many years of road experience, I would like to be able to exercise the FREEDOM to CHOOSE as it pertains to motorcycle helmet usage. There are currently 33 other states that offer this FREEDOM. It is a FREEDOM that was taken away from motorcycle riders in Maryland in 1992.
The act of wearing a helmet will never prevent a crash from happening. However, rider education, and motorcycle safety & awareness programs, will contribute towards accident avoidance, thereby reducing fatalities and injuries.
